Turkey Business Residence Permit is not the same as a work permit to work in Turkey. To work in Turkey, you have to have an employer to submit your passport, visa application form and other documents to the Turkish Ministry of Labour and Social Security (MLSS).

The short-term residence permit can be issues for the purpose of establishing business or commercial connections. If you choose this reason for longer than 3 months, you have to attach a supporting letter from your contacts. It may be easier for you to apply for the Tourist lease based short-term permit.
